You do not need to sign in to expand. Snippets stay on this computer. Signing into CE Cloud or binding a Gist does not make expansion depend on the network.

Lifetime keys do not include CE Cloud. Binding a permanent key is not cloud transfer. Yearly claim extends cloud time; the switch stays off until you enable it. See Sign-in & licenses.
Clearing local data (Settings → Data → Advanced) is not “delete my cloud account”. Sign out on the License → CE Cloud card.
